push-gateway 负责长连接接入（HTTP /internal/* + WebSocket/SSE）与多设备会话管理，配合审计表实现消息推送可观测。全阶段目标：P2 HTTP+WS 接入 → P3 多设备会话 → P4-P6 审计与加固。
